I made a photoshop of john kerry using the munster guy's head since kerry always reminds me of frankenstein. I'd like to post it in other but don't want to cross the line with regards to the new political posts rule.

IMO, it depends heavily on the context. If you are going to start sticking that into every political thread to inflame his supporters, then the answer would be no. If, OTOH, you are starting a caption this or something of that nature then it would probably be OK.
