Twikoff, it's the infamous (from as far back as Nov 1999?) banner that flashes WINNER. Anyways, everytime I see it, I get the same feeling as if I had received another email titled "Your entry has won".
As far as the flashing goes, it doesn't bother me that much. I think I have a recorded clip of that infamous flashing Pokemon segment that verifies whether or not you can be epileptic... Except I've never had the gumption to watch it's flashing pattern to find out.
