I can think of three or four releases I've seen, but I don't think any are particularly cheap... There's a big box from Kino of Early Cinema, a Melies set from Flicker Alley, a standalone release from Flicker Alley and then the version included with Around the World in 80 Days.
Surely Alpha or someone else has released a cheapish 'early cinema' disc?

Amazon has it for under $20 and there are some copies at the marketplace that appear to be cheaper.
