Is "Guoshi Culture" or "GS Culture" a legit company?

Is "Guoshi Culture" or "GS Culture" a legit company?

My local library has twice now purchased Donnie Yen films from this company and neither contain English subs.

The warning signs of monkey business are all there:

One DVD had a URL for the company that didn't work and the disc itself was glitchy (I tried to watch some actions cenes)

The other DVD had a new URL, but played fine.

Both DVDs are R0.

The company always lists their url as something to the effect of GSCulture.com while one DVD had the full name Guoshi Culture.

I can't seem to find anything about them online and have sent more than one e-mail to our local libary buyer that 1.) these DVDs have no English subs and 2.) if they would wait a few months a valid R1 release would appear, but they keep buying this garbage.

Just wondering if anyone knows definitively if this is another company like 'Red Sun' that has tricked people.
