An article in the latest issue of Fangoria had me interested in The Hills Run Red, but I'll probably pass on it this Tuesday if it was excised of 10 minutes of footage.

Damn you Warner!

It's highly likely he was contracted to produce an "R" rated movie, thus the cuts. Only time will tell if there will be an alternate version made available. Many movies don't get multiple releases. If it needed cuts to make the R rating, you can't blame Warner, that's the MPAA.

In any event, as UNRATED versions of movies are scheduled to be released, obviously he misunderstood what he was told. Which makes this whole topic rather pointless. Of course everyone has fun arguing information provided by a source of a friend, who overheard a conversation someone else was having, about something they read on the internet.

Studios have pushed for different ratings.

Sure, but do they really care for a direct to video release?

We don't even know what was cut, much less why. Everyone is debating some policy change (which doesn't appear to be valid based on scheduled new releases) based on some random comments by the Director (which could be edited and/or taken out of context in the interview).
