A question about dvds without subtitles.

Why is it that when a dvd doesn't have subtitles, I can still use my tvs subtitle option to view them? Are they built into the feed, and the dvd maker just chooses not to offer them as an option? Thanks.

Subtitles and closed captions are not the same thing and must be encoded separately.
