It's entirely possible that Michael Davis came up with the line independently, but since I've seen Izzard's line in internet sigs, pro/anti gun sites and a bootleg shirt, I'd say it's a well-known line. Coupled with the fact that Michael Davis is a terrible, terrible writer, I'd say he decided "genius steals!", having never grasped the irony.
