I checked out one site that tracks full bit rate DVD releases from around the world and I did not see it listed. Doesn't necessarily mean it isn't, but I'd be surprised if everyone missed out on that update.
As far as Newline and a full bit rate release go .. highly doubt it. Universal pretty much cornered the market (though now they barely release any with even a standard DTS track) in region 1 land, but Newline has never really been known for this. Newline's transfers are generally extra clean - and the dolby digital tracks are strong, so I wouldn't be surprised if the region 1 release is the best of the pack. But, depending on the Newline release, I might also pick up that Korean LE as the packaging looks seriously sweet!!

There is another thread here that confirmed that the R1 will have 6.1 DTS-ES.

R3 Dvd
I also bought the R3 Korean 2 disc set. I have a region-free player to play it, but I also made a perfect copy to dvd-r so I could play it on my other standard players at home. Since it was an NTSC dvd it transferred over perfectly. I may pick up the US release when it comes out, but the Korean disc was well worth picking up.
