The answer to this question is the same as any "order" question -- what do you think makes the most sense?

If you think of the Harry Potter movies alphabetically, then order them that way. However, if you think of them in movie order, store them that way. Think about it -- once there are 7 HP films, and you want to watch Goblet of Fire... where would you put it to be able to grab it with the least hesitation? My personal answer would be to put it 4th (in movie order). But if something else works for you (alphabetical, by director, by studio, by spine color)... then go for it.

Austin Powers would be 3-1-2
Not true. The first two "Austin Powers" movies have a colon in the title. Technically, this would mean they would be alphabetized before the colon-less "Austin Powers In Goldmember" because punctuation is "alphabetized" before letters, sorta like numbers (which is why "28 Days Later, The 40-Year-Old Virgin" and "1941" are at the beginning of my DVD collection). In the case of "Austin Powers", the chronological and alphabetical orders are the same after all.

Franchise order
Me too. I do nothing alpha within the library. The titles end up being totally out of place for my needs plus it looks like crap.

I do believe that a space comes before a colon when alphabetizing. Therefore OP is correct.
