But they didn't know that ahead of time when they decided to take the title off Cena.

Cena was getting booed left and right (except for the little kids and girls that were cheering him) for months before the New Year's Revolution PPV. They took the title off him and gave it to Edge in early January at that PPV.

That month was Raw's best month for ratings in nearly four years! (source: Wrestling Observer newsletter, 2/13/06).

Cena as champ wasn't working. The only reason they put the belt back on him was because the WWE thinks they know what's good for you and HHH wants to win the title back at Wrestlemania. He can't win it from Edge because HHH would have to turn face, which he doesn't want to do. Hence, they gave the title back to Cena for another couple of months until WM.
