What you are looking for isn't avalible in region one, and I doubt that other regions will have it dubbed in English.
Of course no set will ever be complete. There is the one episode that caused kids to have siezures (sp?) that won't ever be released on DVD.

Pokemon Advanced Box Set Vol. 1 (3-disc set)

Pokemon Master Quest: Collector's Box Set 1

Pokemon Master Quest: Collector's Box Set 2

Pokemon: Adventures in the Orange Islands
- there are 3 volumes, but each one has 12 eps so it's a nicer pickup than having several volumes to purchase... however, I've heard the quality is bad due to the compression.

Geez, I really hope you weren't being serious about the epilectic seizure bit.
