Not really. I buy lots of used DVD's from places like Hastings, Movie Gallery, and Hollywood Video, and they rarely have slipcovers --even from Movie Gallery where inserts, if issued, usually come with the DVD.

Not necessarily so. I have bought used DVDs from places like Hastings where the DVD is sold in a case without cover art. Hastings also sells DVDs used that came in snap cases and puts the cardboard cover in a keep case as cover art for the DVD. I usually download substitute cover art or scan the snap case art and use it instead, and I'm sure plenty of other people do this as well.
