Why does the volume for dvds need to be so much higher than for t.v. shows?

Why does the volume for dvds need to be so much higher than for t.v. shows?
Everytime I switch between watching a dvd and regular t.v. programming I have to turn the volume way down. Going from watching a movie on dvd to quickly checking a baseball score is sometimes unnerving. Isn't there a way for dvd production companies to equalize the volume for dvds to be near the same level for regular programs?

Dynamic range. DVDs have a large range, and actually use it, so dialogue is often much quieter than TV dialogue. Also, output levels can vary from source to source, anyway.
If they equalized to match TV, that would take away the great dynamics of DVD sound.

Another option is to get a receiver which will vary the default volume for you based on the input. For example, as you switch to TV, it will switch to TV's default volume.
