The Dutch Release of "Dead Ringers" was licensed by Criterion and says "Criterion Collection" right on the front.
Just to nitpick, there have been a couple of official Criterion releases (official ports of the R1 releases, distributed by other companies) in Europe, for instance the Beastie Boys set in the UK and Armageddon set in France.

Counterfeiting is a real and increasing problem throughout the DVD industry. We at Criterion are doing our very best to stop the flow of bootleg DVDs, but there is such a proliferation that there is often little that can be done. If you encounter a retailer or individual selling bootleg Criterion discs, we encourage you to contact us. We cannot guarantee that we can stop an organization or individual from selling bootlegs DVDs, but we will use all available resources to address the problem.
How can I identify a bootleg Criterion DVD?
There's no sure-fire way to identify a bootleg Criterion disc. DVD bootleggers are extremely crafty and resourceful and they are not to be underestimated. A good thing to do is to make sure that the DVD's ISBN number, UPC code, and catalog number match those that appear on our website. In addition, look for our copyright and confirm that the audio, video, and features specs match up. Although this cannot definitively determine a discís authenticity, you can feel safer if this information is consistent.
Are Criterion DVDs available outside of North America?
Criterion Collection DVDs are generally available throughout the U.S. and Canada. From time to time, certain editions are distributed internationally, usually by our studio licensors and their international partners, but at present we have no international distribution arm of our own.

Add everything up and you can see that most international releases were done without Criterions approval or consent, making them bootlegs. Still there are some editions like Armageddon, which was probably licensed by Buena Vista, and the Canadian Dead Ringers, which are legal since they were licensed by Criterion.
