Did dvds originally come in cd jewel cases?

I think the first release of the Bubble Gum Crisis Box Set was in jewel cases, packed inside a cardboard box, like a piece of software.

Yep; my first two DVD's, bought with the player, came in jewelcases. They were "supersize" ones specifically made for DVD (stamped with the DVD logo) - that is, the size of a DVD case but the thickness of a CD jewelcase.
The two discs were Godzilla and Bram Stoker's Dracula
Pity they never caught on; they take up a lot less room and, just like CD jewelcases, the front cover holds the disc in place even if it slips off the hub - so no "rattlers" in the mail.
I'm guessing that the marketing folks felt that the regular ones, with a thivker spine, had more "presence" on the shop self.
