Amazon sez: "All 8 episodes including the two-hour pilot"
Oddly, when I put "Quantum Leap" into the search here, assuming this had been answered before (I didn't see it if it had), an ad popped up above the search results, which was "Quantum Leap - Pilot Episode" at Amazon. I guess they released it seperately first, but it's pricey (and it'd be redundant).

Image Entertainment released the Pilot Episode back in the early days of DVD. It's now out of print.
And yes, the Pilot Episode IS on the Season One Box Set. It's the first thing on Disc One.
