GitS Sonic Edition will be coming by the end of the year, according to a report on the animeondvd forum.

This post on the AnimeOnDVD.com forums points out it's official:
The year will end with a new beginning when, on December 7th, Manga Entertainment releases a Special Edition DVD of the movie that started it all. “Ghost in the Shell,” which was the first anime video to ever reach number one on the Billboard chart back in 1996 and has since sold over 1 million DVD and VHS units in the United States alone, will be re-released with enhanced audio/visual and language options in a feature-packed set that is sure to please even the most die-hard fans.
The full press release is here:

If the audio tracks are 5.1, I'll double dip

The original was the first DVD I ever bought, so I don't think I'll sell it (nostalgia), but I'm definitely picking up the new release. Thanks for the news eau & GHackmann.

I just rewatched the old DVD and the transfer is pretty poor, but I hope that Anchor Bay's new "enhanced audio/visual" remaster doesn't have as much obscene edge enhancement as their Stand Alone Complex discs.

Bandai mastered the Stand Alone Complex discs, not Anchor Bay.

It'll be interesting to see how this release turns out now that Manga is part of Anchor Bay -- the original GITS DVD was just about the only major release the "old" Manga didn't manage to screw up.

I just sold mine on Amazon. Hopefully $15 will make a decent dent in the preorder price.

Ah ha. That's too bad, judging by the results. The Stand Alone Complex vol. 1 SE is my most disappointing DVD release of the year.

Well, they should have included a Japanese 5.1 track but didn't bother. The transfer also really does not hold up to current standards.

It's anime geek time. Really the movie is not a sequel in japan it was just called Innocence cause in Japan GITS did not do very well but in the US it did pretty good. So like any smart company the US company called it GITS 2.

If you want a sequel to the movie get the new TV series.

Umm... by any definition the Stand Alone Complex series is NOT a sequel. It's more of an alternate universe (example: Tenchi Muyo OAV vs. Tenchi Muyo TV) than anything else.

Really I was reading it was a sequel. I've yet to see it. Is it any good? I hope they redo the picture if I remember right it was really wished out. Some more extras would also be cool.

Nope, not a sequel. It's definitely an alternate universe.

If you recall what happened to the Major at the end of the first film, you'll realize why Stand Alone Complex is not a direct sequel.

I tend to think of it as a prequel.
