Has anyone else noticed?
Has anyone else noticed that the outside plastic on newer dvd cases(not the shrinkwarp) are kinda loose? Like it has more ripples and is not smooth.(I know I'm not explaining it good, but maybe someone will know what I'm talking about)

Yeah, I just noticed that. I have the blu-ray for Outbreak. For the most part, the plastic is perfect. On one corner, though, the plastic is sort of folded. It seems like whoever the plastic got put on by made it a bit out of shape in that corner. I've never had that problem before. Though, I have had slipcovers that were far too loose to effectively hold the case in as well as blu-ray cases where the little clip that is over the part of the case that opens is loose and doesn't clip like it's supposed to.

Something else I noticed is the paper that the artwork is printed on is very flimsy nowadays. I like to readjust the artwork on dvds because they rarely come right and the paper just wringles up at any slight touch.

Keepcases have gotten flimsier and cheaper feeling over the last few years.
I'll pull an old DVD off of my shelf, like from 1999 or 2000, and the old keepcase -- particularly the old ones with the yin-yang release button -- feels like a brick.

Yeah, the clear plastic is all rippled and messed up looking. I thought it was only cases that had been warped from extreme weather (ie old maybe) or movies from Ross.
But yeah, DVD cases now are really cheap. Even the printing seems to not be as a high a resolution or flimsy paper.
The best cases were the Amaray cases with the yin-yang holder.
