Best software to make a custom DVD cover?

I'm wanting to create a custom DVD cover for a DVD that I'm gifting to a friend. Anyone have any suggestions for what the best (free) software is for this? Thanks.

Also, what is the best type of paper to print a DVD cover on from your home printer?

You can download a free 30-day trial of Photoshop from Adobe's website. Any decent photo paper will work fine. Once it's behind the plastic sleeve, you won't be able to tell the difference. Just don't use regular cheapo computer paper.
