Program to Create your own Jackets?

Forgive me if this has already been discussed, but I was wondering what the simplest route in creating my own DVD jacket from scratch is. I know PHOTOSHOP is a popular choice, but is there a program that has it simplified and broken down into sections (front, spine, back) so that I can just drop in the appropriate artwork?

Use pre-made cover templates in Photoshop or Paint Shop Pro. There are blank templates for every recognizable case size as well as layered studio templates (i.e. Warner, Universal, New Line, etc.) available at most of the major cover sites. Honestly, using CoverXP isn't going to be any easier than Photoshop or Paint Shop Pro - just more limited.
