Born on the 4th of July: SE, two covers, same content?

Can someone confirm for me that the Born on the 4th of July dvd with the gold border has the same content as the Special Edition one that came out last October, which has a silver border. The gold one does not say Special Edition on the cover, and I couldn't find it in a store to check the back cover. I want to buy it online to combine with something else for free shipping. It should be. The gold sleeves are Universal or Dreamworks' idea of promoting award winning films. As long as the disc is listed as including a commentary and featurette, it's the S.E.
