Short shot error on Babylon 5 Season 4 disc #5

Looks like they screwed up a short shot on the B5 set. When i was watching Episode 19 on disc 5 during the credit scenes after the opening titles there's a shot of Franklin approaching Garibaldi with a hood on that appears twice.... the second time after Garibaldi already has the hood off. The audio is correct though and the shot is only a couple of seconds long so it's not too horrible, just stupid.

Can anyone confirm the same?

Some more info. I've received a confirmation from someone on the B5 newsgroup.

I also checked my tape which was recorded from the original satellite wild feed all those years ago and it was not that way during broadcast. The closeup of Garibaldi originally plays through that scene whereas now the extra shot interrupts the Garibaldi closeup and then returns back to it afterward. This probably happened when they were redoing the credits for widescreen. Though not as bad as the infamous teapot, did Sci-Fi Channel have this error or is it a dvd only "feature"?
