KISS Meets the Phantom of the Park ?
Has anyone ever seen any mention of whether or not this classic piece of cinema will ever get the DVD release it so justly deserves?

I would probably get it for cheese value, but I haven't heard anything about a DVD release.
BTW, technically it's not "cinema" since it was a made-for-TV movie.

I would also buy a copy of this on DVD. I recently sold my VHS copy b/c I figured all the Kiss stuff is going to be re-released on DVD at least sometime in the future. Gene Simmons is the master of milking money (a close second to George Lucas) and to be honest, I am surprised that they haven't released their whole vhs catalog on DVD yet. All we have so far is Exposed, Unplugged, and The Second Coming.
If all else fails, I will pick up the Laserdisc or boot I see on Ebay all the time.

I really think that the rights to this are owned by someone else.

There's also a black member of KISS in some scenes. One of the guys was too wasted to appear so a black stand-in was used.

My guess would also be that but he has so much cash, I am suprised he has not bought back the rights to it.
