I read Stuart Galbraith IV's DVD review of Sgt. Bilko: The Phil Silvers Show - 50th Anniversary Edition at http://www.dvdtalk.com/reviews/read.php?ID=21852 and...

Stuart mentions that it was impossible to duplicate SGT BILKO, mentionning the Steve Martin remake, but this was not the first time the series was remade. Hanna-Barberra used SGT BILKO as the model for TOP CAT in the same way that they modeled THE FLINTSTONES after THE HONEYMOONERS.
