as for the rest of those i totally agree, if you like lynch these all have similar qualities, but are much easier to sit through if your not really into experimental films.

Not necessarily "Lynchian" but the recent TV series "Carnivale" bore a strong resemblance to "Twin Peaks" (although not anywhere near as good, it's best episodes give off that same cerebral creepiness).
Also, I'm surprised no one has mentioned the work of director Kenneth Anger, whose short films had a very clear influence on Lynch's early work. Jean Cocteau too, for that matter.
There's also HR Giger, though I don't think he ever made movies.

Anger claims Lynch got the idea for using "Blue Velvet" from him, but I don't believe Lynch has commented publicly one way or another.
