Well I sure do think it's at least worth a rental. I think when I saw it was on TV, I can't remember what channel but I'm pretty sure it wasn't HBO...
It's somewhat funny for some people, others may fall asleep (in fact the movie gets incredibly slow and dull and drags at times.)
It's basically a few sketches that seem to me like something out of a comic book (to me at least). It's like video snapshots of what's going on in a hotel.
The acting is, well, over the top. But I guess that's part of the movie's overall sillyness. I think the writing was ok but Tarantino seemed to just be ad libbing his entire part and I really didn't like that last sketch with him at all.
That little girl that plays Banderas' daughter had me rolling on the floor though...
...Of course, that's just my opinion, I could be flatulent...

DVD Talk Special Edition
Didn't see the DVD but I actually own the VHS (my wife bought it cause Madonna is in it). The movie is a bit of a stinker except for one part, the 'Don't Misbehave' segment. It's one of the most hilarious 10 minutes or so of movie I've ever seen. I still completely crack up everytime I see that part - however thats the only part I watch.
I woudn't recommend buying, but its definitely worth watching just for the part above.

I bought it for 2 sketches:
The one with Antonia Banderas and the last one with Quentin (IMO, it's very funny!)
I would say the first sketch with Madonna is crap and the second one is ok...
If you haven't seen it, rent it first.
I bought it because I like to see the last part over and over
