problem with tv intermittent static flicker?

I have been having problems with my TV getting flashes for static when in s-video mode with the dvd player on (any only during this time). I bought a monster surge protecter and checked the integrety of the connection (which is fine). I had thought that it might be surges of electricty due to my house not being grounded (i just found out from the landlord),but wouldn't the tv do this in regular cable mode as well if that was the problem. It's not the dvd player because this happened with the previous one I owned. Any ideas what is causing this? Oh I have a 36" tube tv. (phillips)

I had problems with my cable box; whenever the refrigerator cycled the picture got distorted. It did not occur when using the TV tuner or other components. I know that this doesn't help you at all, but at least I can say that it could be a specific component even if you're using a surge protector.
How often do these 'flashes' occur?

hasn't done it since. I'm wondering if it was a nieghbor using some kind of power hungry device.
