RCE for DVD-ROM?

The answer to your question will depend on which hardware or software DVD-Decoder your system has, and how you change the DVD-ROM drives region code setting.
If you are using a software program to reconfigure the region code on your DVD-ROM drive each time you want to switch regions, then I think RCE wont bother you since the DVD-ROM will simply tell the decoder that it is set for a specific region (whatever you set it to) when it is queried by the title.
If you have used a software program to make your DVD-ROM drive "region free" then you may have problems with RCE since it is designed to allow the title to detect when a player (or PC decoder) is set to more than one region, and will prevent playback in that case.

I have heard that RCE discs such as The Patriot play fine in a drive that have been flashed regionless. Hope so, I just did it to my Pioneer an hour ago.
The region would be provided by your player or DVD Genie as rlabarge said.
