Welcome to the forum. You generally can't go wrong with a Sony player, although all of the brand-name players are pretty equivalent (with a few exceptions). My main advice would be not to overspend with bells and whistles (e.g., component video, progressive scan) that you just don't need at this point. You definitely want it to pass DTS (look for the DTS logo on the front) and have coaxial and optical digital outputs for sound.
As you get into it and learn more by reading the forums, you'll come to know what you want and you can upgrade from there. An entry-level would probably be perfect, IMO. M
As for the decoder, generally that means a Dolby Digital decoder for full 5.1 surround sound. So it has to do with your stereo receiver, not your TV. If you have a Dolby Digital receiver, then any player you get will sound awesome - again, make sure it has a coaxial and optical digital outputs to be sure that it will work with your receiver. If you have a Dolby Digital-ready receiver (it will say so on the front of the receiver or in the manual), then make sure your DVD player has a built-in Dolby Digital decoder.
Hopefully others will chip-in with their advice. You can also check out 800.com and Crutchfield, which have pretty good overviews of setting up a home theater.
Hope this helps!

Assuming that this is your first player and that you don't have a surround sound system, I agree that just about any player will suit your needs. Sony makes a number of nice models. If you plan to use the unit to play CD-Rs, check to make sure that the player is capable of playing them. You can get a built-in Dolby Digital decoder, but without a compatible receiver, you will only be able to get stereo sound.
