If my dvd player plays dvd's from just 2 regions, will the RCE dvd's work in it?

What do you mean by 2 regions. AFAIK DVD players either play DVDs from one region or all regions. You have to be more specific in what kind of player you have and how it is modified.

It's a Phillips/Magnavox DVD 825 DVD Player(says on the front). And there is a little sticker also on the front that says (super suspension, 24 bit-Audio, and NTSC/PAL). So I assume that it plays both NTSC and PAL formatted dvd's.

Both NTSC and PAL aren't DVD formats, they are a different means of how your tv-screen gets "built up". Technically, PAL will (be able to) deliver a higher quality image.

NTSC = National Television Standards Committee, although I've heard people refer to it as Never Twice the Same Color

PAL = Phase Alternating Line

What RCE is trying to prevent is people in different parts of the world playing discs they have ordered from OTHER REGIONS in the world. These regions are typically referred to as regions 1 through 6, USA being region 1 (AKA rpc1) Europe being rpc2 etc.

If you're living in Europe, and are ordering DVD's in USA, your player could have trouble playing the newly rce-encoded discs. Before you ignite in blind panic I would suggest you wait and see what happens. Once this scheme hatches, dozens of people will start working on a new "patch".

Correction - definition should be:

PAL = Phase Alternation Line rate
