Reducing MPG blocking?

I just purchased a low-end TV (Toshiba 22C100U) and hooked it up to my U-Verse box. It's obvious I got what I paid for ($219) but I was wondering if there was a way to reduce all the MPEG blocking that I get on motion and screen activity. I'm using an HDMI cable and the best the TV is capable of is 720p, but that's no excuse for looking like YouTube. I have U Verse on my Samsung 40-inch LED set and it's gorgeous and solid.
