because its the first revision of a new model, they start each at 1.0 (or 1.1, depending on how much tweaking they do even before initial release)
As for SD-1200, last I knew rev 1.5 is the newest, released in players stamped (manufacture date on the back of the player) Mar, 00
My SD-1200 is stamped Mar, 2000 too, and only has 1.3. So my guess is that 1.5 came out near the end of March. Since then, no one has mentioned any new revisions in anything I have read, and some problems with certain problem discs still remain.
However, for the money (el-cheapo) its one of the better players. Sure for 50$ more though you can get better, but you use that mentality and its just another $50 for this, oh and another $50 for that.
I'm going to still wait till fall sometime, then get mine upgraded under warranty to kill that annoying "follow the white rabbit" condition that exists with 1.3
For those that don't know how to find Toshiba firmware revisions:
1) Turn on your DVD player
2) With no disc in, press the followign keys:
ZOOM, 6, 0, 6, ZOOM
3) ROM is your revision version
