I'd like it to do macros so my ol dman can just hit like HOME THEATER and have everything pop on.
Is there a certain model (harmony?) i should be looking at?

All the Harmony's work exactly the same. The difference is in button lay out, screen, battery, etc. And they will all do what you are asking. I have mine set up for wife/kids as follows:
Watch HD TV
Watch DVD
Watch Blu Ray
Listen To Radio
Watch HD TV
Watch DVD
Watch Blu Ray
Listen To Radio

If you have a Fry's Electronics they have the Harmony One for $99(after $50 rebate). This is a little over your budget but it's a STEAL for that price and very much worth the extra $20
