I have a kenwood htb503 home theater system and it seems as if the sub cranks out much more bass on dvd's. When listening to cd's the bass output is noticeably lower. Is this normal?

While I'm not an expert, I'd say this is normal. DVD's - running Dolby Digital 5.1 and/or dts - have a separate channel for the subwoofer, the .1 in 5.1. So, your sub probably gets more use when playing DVDs; music CDs simply play a signal back (the receiver does not know what sounds go to what speaker, if you will) as opposed to saying "Now, this sound comes out of the subwoofer", "Now this sound comes out of the center speaker", etc.
