Category 1 means tested at HDTV standards, Category 2 is tested at higher resolution than any current video standard. I can only assume Monoprice is following this correctly when they state it in the description.
But, the shorter cables will be fine. Keep in mind that distance matters a great deal for cables. These 28AWG 1.3a cables should be absolutely perfect up to at least 15'. Starting with 15', I'd recommend going up to 24AWG.

If you really want to get technical, look up the difference between twisted pair and coaxial cables. Then see the difference between crap twisted pair and those that are twisted to precise specs, like ethernet and HDMI cables. Lots of boring fun!
