I wouldn't say totally useless. Yes, it does the same thing that ProLogic II and DTS Neo 6 do, but they all have different methods of doing it and different "sounds" to them. I'd say it's probably not necessary if you have a receiver with ProLogic II, but if your receiver only does regular old ProLogic (and has 6 channel analog inputs) it might be useful.

It also has 6ch decoder input sockets. Do you think it would be useful to me? And if so, how?

The review is filled with technical misinformation and implies that this converter box would be hooked up directly to the speakers and replaces your surround sound receiver, which doesn't make any sense to me unless the speakers have their own amplifiers.
