Recievier question: Processes vs. Decoding

Forgive me if this is a really stupid question but what is the difference between a reciever that has Dolby 5.1/DTS decoding as opposed to one that has Dolby 5.1/DTS processing options? Help.

Sounds like the same thing to me. Now, "pass through" would be different.
