A picture without a model number doesn't help much, but if it's a multi-region Sony, then it most likely has been modified. Apart from one early model, no other Sony models in the U.S. are multi-region, and they can be made to be without replacing chipsets.

I was just in Australia looking at DVD players and you can purchase this model region free over there.
I was actually amazed at the number of places you could pick up region free players. It seems like it's only a big deal here in the USA.
If you purchase this player in Australia, it won't work on your US television without a video converter.

If he bought it at JC Penney's in the U.S., then no, it isn't multi-region and it can't be easily hacked. It requires major surgery from someone who knows what they are doing and who has access to the replacement chipsets.
And as Low RG wrote, it still wouldn't convert PAL to NTSC.
