For dust use a soft lint-free cloth and wipe in straight lines from the center to the outer edge, never in a circular motion or around the disc.

You can actually just use soap and water if there are smudges that wont come off just by wiping. Make sure you dilute the soap very well, completely rinse it off, and dry it very will with a soft cloth that wont scratch it.
I've had to do this with several rental DVDs and it worked great.

let them drip dry then wipe them with a soft cloth to get the water strikes off them, i find its the most effective way to get rid of greasey finger prints and smuggles.
