This new store might be part of the reason that Big Lots has been carrying significantly less DVD inventory.

Not new at all- based out of PA and have been a staple in the Mid-Atlantic/Midwest for years. My mom used to be a head cashier at one of their stores, I know it all too well. 
Their product tends to go in much more irregular cycles than Big Lots, in terms of "new" shipments, food was pretty much the only thing you could count on as turning over weekly/monthly with a lot of new products. Since I was mostly interested in books and DVDs, it sometimes felt like months since they got anything really good in. Depending on the Ollies store, the books department (mostly remainders) can be pretty good, though. Always a nightmare to pick through, naturally.
A year or two ago I saw a lot of the better UCE and gift sets from Warner Bros.- the 4-disc Blade Runner, the 2-disc I Am Legend, the Bonnie and Clyde box, and the How the West Was Won box. This past Christmas they had a whole "flat" display with a lot of single-disc copies of stuff I'd seen before, both at Ollies and BL. That was about it. Haven't really been in since the holidays.

I'm in the heart of Ollies-land, as their home office is roughly 45 minutes away in Harrisburg. I haven't found much there in the way of really interesting DVD's for some time, but it does happen. (And inventory does vary by store. The Haines Road store in York probably has the best local inventory.) I wish their prices were a little lower, as they're often in line with Amazon Marketplace sellers, but at least you do get to see what you're buying ahead of time, so you know it doesn't look like it's fallen off a truck. Prices generally start at $5, so I've skipped over some of this in favor of Big Lots and bought mostly boxed sets: King Kong, Bonnie and Clyde, Animal House, I am Legend, etc. Once they had a bunch of 2-disk copies of Rebel Without a Cause for $5, which seemed reasonable enough.
Personally, I'm thinking the current dry spell at BL has more to do with either shrinking inventories at the various studio and distributor warehouses, or said entities simple digging in their heels and refusing to unload more merchandise for now.
