Depends on your state. From Amazon:

Some states however have it written into their state tax return that you have to enter in the amount of purchases that you have made via online retailers without paying taxes.. and they you have to pay the taxes then.

No one does that. I don't and won't ever do that. They have no right to collect taxes from me if the item was not purchased in the state. And I make sure I purchase as much as I can from other states as not to support California.

Yeah, I actually called and they made an exception for me. I don't really mind the extra buck or two, i just want to use prime so I can get it right away.

They also price matched targets 24.99 for HIMYM Season 5, but it was only 25.99 before, so not a huge deal.

I'm also disappointed they didn't do a S5 BD, like they did for S4. I may wait on this one. HIMYM seems like a Black Friday type of discount... Community is already at a great price, so I can't expect much lower on Black Friday...

Considering I bought seasons 1-3 of HIMYM for $14.99 each before buying the Season 4 Blu-Ray, I'd say to wait on S5. It should be below $20 in a month or so. That's what I am waiting on at least.
