If you go to the above link, all of the HBO sets are listed. Many have a list price and a current sale price. The sale will be 50% off of the LIST price whatever that is. It may not be the manufacturer's MSRP, but it is certainly not a sale price or even Best Buy's everyday non-sale price.
Example:
Currently Entourage 5th Season is 24.99. List is 39.98. It will be 19.99 on sale.
Currently Entourage 3rd Season, part 2 is 19.99. List is 39.98. It will be 19.99 on sale.
Currently True Blood 1st Season is 39.99. List is 54.99. It will be 27.50 on sale.
For some reason the only blu-rays that show the list price are the Sopranos season 6 parts 1 and 2. It is currently 49.99. List is 69.98. It will be 34.99 on sale.
I'm obviously not at the store, but I believe the yellow Best Buy sticker has the list price (69.98 for the Sopranos). I could be wrong about the yellow sticker, but I am certain that in past years the sale has been 50% off of the LIST PRICE.

Here is a better close-up of the T-Shirt and lunch box you get with the FAMILY GUY set. I was going to order the BD from AMAZON but I have the first installment and T-Shirt and it really is a solid T. No shrinkage and I always get asked where I got it....

I wonder if Wal-Mart or Target would accept that ad for a PM on the blu-ray version of Rome at the shown price of $42.49.
Also in this week's ad is an Insignia BR player with WiFi/NF streaming for $119.99.

As a counter-example (with proof), on bestbuy.com website, it currently says the "List Price" (or MSRP) for Band of Brothers DVD is $79.98. This jives with Amazon which also says $79.98. The current sale price on bestbuy.com is $44.99, but they don't tell us Best Buy's regular price. Your argument is that it will be 50% off the List Price. That would be $39.99. But we know this is not true, because the picture in the ad says "$32.49 after savings". This would imply that Best Buy's regular price is $64.98 (which I would guess is what the tags in the store say).
Similarly, Rome Complete Series DVD is currently listed as $84.99 on bestbuy.com. That is Best Buy's regular price because there is no "On Sale" marker. As well, they don't list the List Price for regular price items for whatever reason (Amazon lists the List Price as $99.98). And this theory holds, because in the ad, the picture for Rome Complete Series says "$42.49 after savings)".
So the conclusion is, List Price doesn't matter. The current Sale Price doesn't matter. The only price that matters is the Best Buy Regular Price. The Regular Price can only be gleaned from bestbuy.com if it is not currently "On Sale". Otherwise, the Regular Price can probably only be found by reading the shelf tags in the store.

Band of Brothers DVD
List: 79.98
Regular: 64.98
Sale: 32.49
Rome Complete Series DVD
List: 99.98
Regular: 84.99
Sale: 42.49
Deadwood Complete Series/Six Feet Under Complete Series
List: 179.97
Regular: 149.98
Sale: 74.99
John Adams DVD
List: 59.99
Regular: 54.98
Sale: 27.49
Based on those pricings, it looks like Best Buy's Regular Prices are usually 10-20% off List price. You can get List prices from Amazon. So from that, you can probably make a good estimate of what the 50% off price will be, without having to go check the shelf price tags at Best Buy.
For example, I'm interested in Rome Complete Series Blu-ray. It's list is $139.99. I'm going to estimate 15% off for Regular Price, so $118.99. 50% off that is $59.49. That's the same price as Amazon's Gold Box, so I might jump on that.

The list price is not always the MSRP price. Look up the Sopranos blurays I listed. The BB LIST price is 69.98. The MSRP on amazon.com is 79.98. The Best Buy list price is NOT always the MSRP, but I believe it is the regular Best Buy price when there is no sale.
Sounds like we are in agreement that the sale is 50% off of the regular everyday BB price. The question is, is the regular BB price the bb.com LIST price or is it some random (10-20%) discount off of the LIST price?

So, I went to BB on lunch break. Rome Blu-ray regular price on the shelf was $129.99, so when trying to guesstimate the regular prices, it's clearly necessary to be conservative in the percentage discount. Rome is only 7% off list price.
Anyway, with the 50% off sale, that still makes it $65, which isn't too bad, I guess. That was the last one they had on the shelves there, so I picked it up, and will price match it next week.
