Nothing yet, I made an ebay purchase of $49.99 before shipping on 2/13. I signed up for the rebate and went back to make sure and got a message saying that I was "already signed up".

Update: I still have not received my Paypal $20.00 rebate...the one that I qualified for in 2006 (yes, 2006)!!! I just looked at the e-mail PP sent me on Nov 22, 2006 noting that I qualified for promotion, so yeah...wow, and ouch, I am very dissapointed with Paypal. Basically, if, like me, you did not get you $20.00 rebate for spending $50.00 or more from a qualifying site by 12/31/06...you got ripped-off.
Maybe I will call them next week and point out that they never fulfilled their end of the bargain. I expect to receive $0.00 for my effort, or to be told that I will need to wait until XYZ date before I should complain again (and even then, probably well over 5 months will have passed with no rebate...so um, yeah, I will never use PP for anything other than my eBay transactions).

I signed up a couple months ago maybe, really don't remember when, and then forgot about it. I use PP all the time on eBay so I figured sooner or later a purchase would qualify. Yesterday PP dropped 15.00 into my account. Found money. They did it, that's cool; if they didn't, no big deal. Cost me very little effort and no money to respond and I sure wasn't about to expend a lot of energy worrying about it.

I received the last email too, made a purchase, and so far have received nothing either.
I use PP all the time so it's no big deal, but I certainly won't make a purchase in the hopes of having the rebate actually applied, ever, after these two incidents. I'm surprised they can get away with it as it's certainly false advertising if they fail to complete their end of the bargain.
