It's a Warren Ellis comic. And it's published by Avatar. Five more issues to go... should be completed sometime in 2012.
Don't know of any current places that keep track of late comics. Ten or so years go, someone on usenet used to maintain a list of late-running comics, but I don't know of anyone who still does. (Pity; that would be quite useful.)
Over at Comix Experience's Savage Critic Brian Hibbs occasionally awards an "Asshat of the Week" to a comic or graphic novel that comes out exceptionally late.
