US defense policy/theory books?

Hello all, I'm looking for books on actual and theoretical US military/defense policy, specifically that address President Bush's proposed "pre-emptive strike" policy versus Cold War and earlier traditional US policy. They can also be about policy formation in general as long as they address the current policy debates in some respect. Thanks in advance!

I took a graduate history seminar in Cold War military theory three years ago and was quite impressed by the main text: Michael S. Sherry's In the Shadow of War: The United States Since the 1930s. It was published in '97.

Ah yes, I've used a text by Sherry before, on the development of US air power, I know he's an excellent source. I'll definately check that out.
