What is signifigance of "RF" for Stephen King stories?

I am just curious if I am missing something really obvious with the Randall Flagg and Richard Fannin parallel.

I just finished reading The Waste Lands today...

My take is they are the same person. The description of their clothing is similar, and the character also mentions something about a follower saying "My life for you" which is what that burned up guy in The Stand keeps saying.

They are all the same persona...There are several other RF's in his books that we are to assume to be the same...I personally think that all the RF's will point to Ralph Furly as the root of all evil.

I figured that they were the same. I was just trying to figure out if the RF was some kind of classical reference that I didn't get.

Okay, I am drawing a HUGE blank here....which book was Ralph Furly in? I am sure once you tell me i am gonna feel like a moron, but I just can't think of it right now.
