In AOTC why did Dooku tell Obi Wan that the senate is controlled by the Sith?

is this ever explained in Episode 3? Was this part of palpantine's plan to have the jedi against him and then have them declared traitors?

Just to fuck with him. Like Palpatine and the other Sith... he mixes lies with the truth to make turning to the Dark side seem more reasonable.

(The books imply that Dooku actually felt that Kenobi was more promising as a potential future Sith apprentice than Anakin.)

I justed watched the web short doc on Ep 2 extras disk. Anyway, Lucas said that he first shot a scene where Dooku tired to tempt Padme. Then he realized it would be better for the film (and way to keep Kenobi from getting lost in the story) if Dooku tempted Obi Won (ha - i spelled it wrong again)

Dooku probably wanted Obi Wan to join him, so they could take out Sidious.

Only, like, every single other sith ever seen has tried this

Dooku wanted power so that he could reform the Jedi Knights in his own image, seemingly as both master of the Sith, and any Jedi who would follow him. He would have picked Obi-Wan as his apprentice since he felt a connection towards him since Dooku trained Qui-Gon. Dooku also trained a secret apprentice of his own in Clone Wars, Asaaj Ventress, which shows that the Sith don't necessarily always abide by the "only 2" rule if one is plotting another's demise.
