I guess I'm not clear on the differences, is this movie 'verse or TV 'verse?

Looks to be an origin/prequel in the TV 'verse.

Who's directing it? And did they have anything to do with previous versions (either film or TV)?

Sure hope they can retain the American voice talent. It's one of the few anime's I'll watched dubbed.

No, it's there. But Netflix separated all three episodes. So, you'll have to search for "Arise" or "Ghost Tears."

Thanks for the tip. Curiously, I had searched for "arise" in the Netflix app and on the Roku last night, with no results. Searching for "arise" on netflix.com just now brought up all three episodes, though.
