Here's what I don't understand about how things have played out with The Jay Leno Show:
Movie and music stars go on day-time and late-night talk shows to promote their work.
A prime-time show would (theoretically) be a platform to reach a bigger and broader audience...
I figured that A-list movie stars would be lined up to be on the show. But even from the beginning, Leno's show was not packed every night with superstar guests. Even his buddy George Clooney didn't appear to promote Up In The Air.

This is what NBC apparently has available to fill the 5 hours of timeslots available for the rest of this season as was posted by someone on The Hollywood Reporter:

There is also Friday Night Lights 4th season with 13 episodes as well. But, that isn't a 10pm show so something would need to be bumped to 10pm so FNL could take an 8 or 9pm timeslot.

We've learned Jay's 10:00 PM show will go on hiatus February 1. After the Olympics, Jay will take back his 11:30 PM time slot. What has not been decided -- whether Jay's show will be a half hour, followed by Conan, or whether Jay's show will be an hour and NBC says sayonara to Mr. O'Brien.

NBC was really hoping this would work out for them so they could transition away from scripted shows and towards this sort of crap. Thankfully it backfired.
It's amazing, but it wasn't that long ago when NBC was synonymous with high quality programming; they were the gold standard of broadcast TV. Hill Street Blues, St. Elsewhere, LA Law, The West Wing, Seinfeld, Cheers...

There's always the option of putting on Law and Order reruns(of this season) on at the Wednesday slot. I've missed a bunch of episodes since its move back to Friday nights.

I don't care if one hates everything about Leno, from a biz point of view he "sold" the Tonight Show well. The problem is NBC got themselves into a mess of contract promises and sort of drove their network programing off a cliff.
Leno and Conan share a little of the blame too. With both of them unwilling to just sort of leave well enough alone for a few more years, with Leno on the Tonight Show and Conan running Late Night..
I have no idea how NBC can save this mess.. Someone has to be thrown under the bus and I guess we wait and see who becomes the fall guy. If I had to guess, it's Leno back at 11:30 for half an hour, then the Tonight Show starts later, with Conan. Being from what I read that's the cheapest, least contract penalty thing for them to do.
Being again, it's all a business and NBC is just trying to save what they felt where two marketable products that could survive change. If nothing else it makes for interesting rabble rabble rabble as to what they might do.
I know I use to catch a little of the Tonight Show, depending on the guest star, and then watch Conan's show being I just liked Late Night. Now I don't watch Leno's show at all, Conan's Tonight Show is not "Late Night" at 11:30, so much like most everyone else I just stopped watching NBC's late night programing for the most part.

In my ideal world, Leno is back for the full hour and Conan steps away. Conan screwed himself over by thinking he was capable of taking over the Tonight Show in the first place. Just because you are offered something does not mean you should take it. He is not someone who appeals to the masses and then to top it off he brings back the annoyance of Andy to push viewers away. I use to really enjoy Conan on Late Night (once Andy left), but I can't take his Tonight Show. Something just never jived.
