how can you have an "uncut version" of a direct-to-video release? who is cutting it originally, and for what purpose?

I thought that that fact was "bizarre" as well which is why I wanted to include the picture.

Well, perhaps it means nothing was forced to be cut by the MPAA or something like that. Unrated might be a better word for what they mean.

There's also an R rated version:
I think they still submit straight to DVD movies to the MPAA because some retailers and Redbox will not carry unrated or "uncut" movies.
